Belgrade is moving to billing central heating by actual consumption. The new model is being introduced in energy-efficient buildings so that bills are lower.
To control consumption fully, residents need heat cost allocators and thermostatic valves; heat meters are already mandatory in newer buildings. The city utility Beogradske elektrane says preparations are complete and the final functional tests have been carried out.
Some experts warn that bills for certain households may be significantly higher, in some cases double. The first bills of the heating season will show how much payments have grown.
